International Criminal Tribunal for Rwanda (ICTR) was established by the Security Council in 1994 through resolution 955 acting under Chapter VII of the UN Charter for the purpose of prosecuting persons responsible for genocide and other serious violations of international humanitarian law committed in the territory of Rwanda during 1994. 

Annexed to resolution 955 is the Statute governing the International Criminal Tribunal for Rwanda.  

The Tribunal is located in Arusha, United Republic of Tanzania. It consists of three organs: the Trial Chambers and the Appeals Chamber, the Office of the Prosecutor, in charge of investigations and prosecutions and the Registry, responsible for providing overall judicial and administrative support to the Chambers and the Prosecutor. The Tribunal has 16 Judges - three to hear trials, and one to hear appeals. In addition, there are 9 ad litem judges with an additional pool of 9 further ad litem judges who
may be called on in cases when a judge is absent.

Under the section Legal you will find directions and regulations for operation of the Tribunal.
